Increases the number of district court judges across seven judicial districts in Colorado, with additions effective July 1, 2025 and July 1, 2026, including the Fourth (to 26 judges), Seventeenth (to 18), Eighteenth (to 19), and Nineteenth (to 12) districts

Adds county court judges in multiple counties effective July 1, 2025 and 2026, including Larimer (to 6), Douglas (to 4), La Plata (to 2), Mesa (to 4), and Eagle (to 2)

Appropriates $2,638,326 from the general fund for FY 2025-26 to the judicial department for trial court programs (17.5 FTE), capital outlay, and courthouse furnishings

Appropriates $621,337 from the general fund for FY 2025-26 to the Office of State Public Defender for 6.7 additional FTE positions and related expenses

Allows Eighteenth Judicial District judges assigned to Arapahoe County to maintain offices outside the county seat, changing the previous requirement to be located within the county
