Creates an expanded formulary for qualified naturopathic doctors that includes all legend drugs (except Schedule I and II controlled substances), Schedule III anabolic steroids (with DEA registration), and Schedule IV and V drugs (excluding benzodiazepines, oncological chemotherapeutics, and narcotics)

Requires naturopathic doctors registered before September 1, 2025 to complete 12 hours of pharmacological continuing education, pass the NPLEX elective pharmacology exam, or hold equivalent licensure in another state to access the expanded formulary

Prohibits naturopathic doctors from prescribing any medicine or device to individuals under 18 years of age, and bars prescribing antipsychotics or ketamine unless approved by the advisory committee and director

Mandates passage of the NPLEX pharmacology examination for all new registration applicants on or after September 1, 2025, and requires 8 hours per year of pharmacology continuing education for renewals starting June 1, 2026

Requires certification by a nationally recognized, director-approved entity before naturopathic doctors can administer intravenous therapy, effective September 1, 2025
