Establishes a 5-year statute of limitations for lawsuits against real estate appraisers, measured from the date the appraisal report is completed and transmitted to the client

Exempts consumers who are original parties to the residential mortgage loan or real estate transaction from the 5-year limitation

Exempts mortgage originators required to repurchase loans due to appraisal defects from the 5-year limitation

Fraud, intentional misrepresentation, and discriminatory housing practice claims remain subject to existing statutory time limits rather than the new 5-year cap

Takes effect 90 days after the legislature adjourns, unless a referendum petition delays it to the November 2026 ballot
