Requires the Secretary of State to modify existing data-sharing agreements with the Department of Revenue, Department of Public Health and Environment, and Department of Corrections to include access to citizenship-related information, effective July 1, 2025

Mandates quarterly reports to the Secretary of State from these three departments identifying non-citizens in their databases, plus reports from the state court administrator on individuals who claim jury ineligibility due to non-citizenship

Authorizes county clerks and recorders to cancel voter registrations of individuals identified as non-citizens in these reports, and permits the Secretary of State to cancel registrations electronically

Classifies all reports and records exchanged under this process as confidential public records exempt from disclosure, with required security measures to prevent unauthorized access

Takes effect 90 days after legislative adjournment, subject to potential referendum in November 2026
