Defines "mass shooting" in Colorado law as a shooting in which at least four people, other than the alleged shooter(s), are injured or killed with a firearm

Authorizes the Division of Homeland Security and Emergency Management to apply for, accept, and expend federal or other grant money to improve the state's response to mass shootings

Grant funds may be used to support services for victims of mass shootings

Takes effect 90 days after the legislative session ends, unless a referendum petition is filed, in which case it would go to voters in November 2026
