Prohibits municipal courts from filing criminal charges against a person solely for failing to appear at a court date specified in a summons or complaint

Applies regardless of how the municipality labels the charge—whether "failure to appear," "contempt of court for failure to appear," or any other name

Preserves municipal judges' authority to issue bench warrants for failure to appear and to consider non-appearance when setting bond at subsequent hearings

Adds failure to appear provisions to the list of state requirements that home rule cities cannot override through local charter or ordinance

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
