Safe2tell program must send "handle-with-care" notices to schools when students experience adverse childhood experiences, including domestic violence, serious accidents, parental arrest, child abuse/neglect, deaths, search warrant execution, or drug/alcohol overdoses

Peace officers responding to qualifying incidents may report the child's name and age to Safe2tell beginning August 1, 2026, or provide parents with information on how to notify the school themselves

Handle-with-care notices contain only the child's name and the phrase "handle with care" with no incident details, and must be sent before the next school day

Implementation phases in over three years: small rural districts (under 1,000 pupils) in 2026-27, large rural districts (1,000-6,500 pupils) in 2027-28, and all schools statewide in 2028-29

Schools cannot include notices in student records and may only share with staff who need to know; schools have no required action beyond internal notification
