Creates a permit system for roadside chain installation services, requiring the Department of Transportation to issue permits to qualified applicants who can charge drivers fees for installing or removing tire chains at designated locations

Requires permits to maximize the number of different service providers and prevent monopolies at specific locations, with permit fees credited to the Highway Users Tax Fund

Mandates that vehicle rental companies notify lessees between September 1 and May 31 about Colorado's chain law requirements, penalties, and whether the rental vehicle complies

Takes effect 90 days after legislative adjournment, unless subject to referendum petition
