Requires marijuana enforcement division, natural medicine division, and department of public health and environment to prioritize public health over private interests when regulating marijuana, hemp, and natural medicine products

Mandates color-coded potency labeling on marijuana packaging: blue for under 5% THC, yellow for 5-15%, orange for 15-50%, and red for 50% or higher, with stores required to post explanatory signs at all points of sale

Prohibits retail marijuana stores from selling products with THC potency above 10% or flavored inhaled marijuana products to individuals 25 years of age or younger

Restricts natural medicine products by prohibiting candy, gummies, chocolates, concentrated forms, non-oral consumption methods, and added flavors or sweeteners

Expands the existing social equity program from marijuana industry-only to support any type of business, while maintaining eligibility for individuals who lived 15+ years in designated opportunity zones or have household income below 50% of state median
