Adds private, nonprofit hospitals to the list of facilities eligible to enter into collaborative agreements under Colorado's hospital collaborative agreement statute (C.R.S. 25.5-1-1001)

Removes the previous 50-bed limit for hospitals seeking collaborative agreements, replacing it with a requirement that hospitals not be owned by or affiliated with a health system comprising three or more hospitals

Authorizes county public hospitals and health service districts to enter into collaborative agreements with private, nonprofit hospitals in addition to existing options (other county hospitals, health service districts, and hospital affiliates)

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval at the November 2026 general election would be required
