Amends the FY 2024-25 appropriations for the Colorado Department of Agriculture, reducing the total budget from $76,675,630 to $76,466,979 (a decrease of $208,651)

Reduces General Fund appropriations from $21,775,479 to $20,507,584 (a decrease of $1,267,895) while increasing cash funds from $47,559,565 to $47,803,298

Adjusts funding across multiple line items including Health, Life, and Dental; Short-term Disability; Salary Survey; Step Pay; Payments to OIT; and Vehicle Lease Payments

Maintains appropriations for key programs including $500,000 for Agrivoltaic Grants, $700,000 for the Noxious Weed Management Fund, and $10,162,085 for Colorado State Fair Program Costs

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety and for support of state departments and institutions
