Results in a net decrease of approximately $112,232 to the Department of Education's total appropriation, bringing it from $7,440,463,982 to $7,440,351,750

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety and for support of state departments and institutions
