Increases Behavioral Health Capitation Payments by approximately $95.6 million, from $1.026 billion to $1.122 billion

Adds $13.9 million for Health Benefits for Colorado Children Lacking Access Due to Immigration Status, increasing funding from $2.1 million to $16 million
