Appropriates $159,650,320 total for capital construction information technology projects for fiscal year 2024-25, including $86,836,669 from the Capital Construction Fund, $14,255,934 from cash funds, and $58,281,629 from federal funds

Allocates $140,817,018 to state agencies for IT modernization, including $15 million for the Office of Information Technology, $49.6 million for Health Care Policy and Financing (Medicaid systems, benefits management), and $18.7 million for Human Services

Funds $18,833,302 for higher education IT projects: $4.2 million for Auraria Higher Education Center network modernization, $9.3 million for Metropolitan State University digital experience, and $5.3 million for University of Northern Colorado wireless infrastructure

Includes appropriations for public safety systems ($5.35 million for sex offender registry, records upgrades, and victim compensation), Department of Revenue systems ($11.5 million for marijuana tracking, licensing software, and tax systems), and payroll modernization ($17.2 million)

Amends prior fiscal year appropriations from 2021 and 2022 for the Department of Health Care Policy and Financing Rural Connectivity project, extending availability through the 2027-28 fiscal year
