Repeals effective July 1, 2025 the state road usage fee and bridge and tunnel impact fee on gasoline and special fuel purchases (currently 2-8 cents per gallon depending on year)

Eliminates the $2/day fee on short-term motor vehicle rentals that was credited to the highway users tax fund

Repeals per-ride fees on transportation network company (rideshare) car share rides imposed by the state, clean fleet enterprise, and nonattainment area air pollution mitigation enterprise

Abolishes the waste tire enterprise fee (up to $2.50 per new tire) and dissolves the entire waste tire management enterprise, while maintaining a waste tire administration fee of $0.50-$1.25

Requires the nonattainment area air pollution mitigation enterprise to establish by January 1, 2026 a reformulated gasoline cost stabilization rebate program for vehicle owners in counties where reformulated gasoline is federally mandated, dedicating at least 20% of annual fee revenue to the program
