Creates the Colorado Nuclear Workforce Development and Education Council within the Colorado School of Mines to provide grants to higher education institutions for nuclear energy degree programs, certificates, courses, and training covering both fusion and fission technologies

Establishes an 11-member council appointed by the Governor and legislative leaders, including representatives from nuclear/clean energy companies, coal transition communities, federal laboratories, labor organizations, and workforce training professionals

Funded entirely through gifts, grants, and donations with no general fund appropriation permitted; grants may only be awarded after the cash fund reaches $500,000, with up to 10% available for administrative costs

Requires annual reporting to legislative committees on grant program implementation, technical assistance provided, and accounting of funds received and distributed

Program repeals September 1, 2032, subject to sunset review; $500,000 appropriated for FY 2025-26 from the cash fund contingent on receiving sufficient donations
