Excludes from extension three State Board of Education rules (Rules 3.04, 5.04, and 5.12(6)) related to the 11-day pupil count period under the Public School Finance Act of 1994

Excludes from extension one Department of Labor rule (Rule 1.3) concerning incorporation by reference in the Protections for Public Workers Act (PROPWA) regulations

Excludes from extension the Division of Fire Prevention and Control's definition of "homeowner" in the Colorado Wildfire Resilient Homes Grant Program rules and the State Board of Nursing's rule on Certified Midwife scope of practice

Implements recommendations from the Committee on Legal Services following its legislative review of state agency rules
