Owners or operators of water quality green infrastructure pilot projects may sell or trade greenhouse gas (GHG) credits created by their projects in Colorado's GHG credit trading program established by the Air Quality Control Commission

Water quality green infrastructure projects are defined as pilot projects that use green infrastructure to improve water quality at water treatment facilities

Project owners must pay an independent third-party auditor approved by a nongovernmental registry to certify GHG credits before selling or trading them

The Division of Administration in the Department of Public Health and Environment will monitor sales and transfers of these credits and allow regulated facilities to purchase them toward greenhouse gas compliance targets

The Air Quality Control Commission must adopt rules to authorize the sale, trading, and purchase of GHG credits from water quality green infrastructure projects
