Creates "cooperative agreement" option allowing local governments to partner with third-party contractors or other governing bodies for code enforcement

Allows governing bodies without enforcement rules or cooperative agreements to request state division support for inspections, with fees deposited in the code board cash fund

Preserves existing process for local governments to petition the board for code modifications within their jurisdiction, with expiration dates set by the board
