Adds 12 additional weeks of paid family and medical leave benefits for parents whose child is receiving inpatient care in a neonatal intensive care unit (NICU), effective for claims on or after January 1, 2026

Extends the current premium rate of 0.9% of wages through December 31, 2025, then reduces it to 0.88% for calendar year 2026

Starting in 2027, requires the director to set annual premium rates by rule no later than September 1 of the preceding year, ensuring the fund maintains at least six months of projected expenditures

Caps the maximum premium rate at 1.2% of wages per employee and requires rate-setting to minimize volatility

Takes effect 90 days after legislative adjournment, subject to potential referendum petition
