Establishes a standardized process for local governments to conduct fingerprint-based criminal history record checks for applicants and licensees pursuant to local ordinances, requiring compliance with federal requirements under 34 U.S.C. § 41101

Requires the Colorado Bureau of Investigation to conduct state criminal history checks and forward fingerprints to the FBI for national checks, with results returned to the relevant department or local government entity

Mandates name-based judicial record checks using state judicial department records when fingerprint checks reveal arrests without dispositions

Extends background check deadline for massage facility operators, owners, and employees from October 1, 2025 to July 1, 2026, and consolidates background check procedures under the new standardized local government process
