Creates the Fostering Success Pilot Program in the Department of Human Services, a two-part program providing $2,000 annual scholarships to foster care providers for education-related expenses and $1,000 graduation awards directly to youth who complete high school.

Requires the department to contract with a nonprofit third-party administrator by September 30, 2025, to develop and implement the program in urban, rural, and suburban regions with high rates of foster youth.

Scholarship funds may be used for tutoring, computers, transportation, extracurricular activities, and personal growth experiences, but not private school tuition; funds must be spent within nine months or revert to the department.

Youth have sole, unrestricted access to the $1,000 milestone graduation award, while providers access scholarship funds through an online portal that pays qualifying vendors directly.

Program repeals September 1, 2031, with a required report to legislative committees by December 31, 2028, covering participation numbers, funding amounts, survey results, and effects on youth academic performance.
