SB 25-154: Access to Educator Pathways

• Currently licensed Colorado teachers seeking to add endorsements in early childhood education, early childhood special education, elementary education, or special education generalist may demonstrate professional competencies through coursework grades rather than standardized assessments.

• Licensed teachers seeking additional endorsements may use the multiple measures pathway if the 1,000 applicant spots allocated for that program have not been filled.

• Higher education institutions offering off-campus instruction may participate in the Teacher Recruitment Education and Preparation (TREP) program only if their tuition rates do not exceed community college rates.

• TREP program courses are now explicitly exempted from the general exclusion that applies to off-campus instruction programs.

• Effective 90 days after legislative adjournment, subject to potential referendum in November 2026.
