Creates the Legislation Inside Advisory Council in the legislative branch, consisting of 40 voting members who are currently incarcerated and 4 nonvoting legislative members, to advise the General Assembly on issues affecting incarcerated people

Council membership must include people from both men's and women's facilities, different security levels, and reflect the state's demographic diversity; the Department of Corrections executive director also serves as a member

Requires the council to meet at least 3 times per month and submit annual reports to the Judiciary Committees beginning January 2027, with recommendations for legislation or policy changes

Establishes a Review Committee of 5 voting legislative members and 5 nonvoting incarcerated council members that may recommend up to 3 bills per interim session

Designates a nonprofit organization through RFP process to provide staffing and administrative support; no general fund money is appropriated, with the designated organization funded through gifts, grants, and donations
