Establishes procurement requirements for Colorado state agencies purchasing firearms and items regulated under the National Firearms Act, effective January 1, 2026

Requires firearms contractors and bidders to provide copies of federal firearms licenses, ATF trace request documentation from the past 3 years, records of firearm theft or loss, recent inspection reports, and written policies for preventing straw purchases and sales to prohibited persons

Mandates bidders affirm they will not sell unserialized gun build kits, unserialized firearms, or unfinished frames/receivers during the contract term

Authorizes the Attorney General to assist in developing compliance processes, including a prequalification system and scoring system to evaluate safe business practices

Prohibits governmental bodies from waiving these requirements or using emergency purchases to circumvent the law, and eliminates resident bidder preferences for firearms procurement
