Expands the definition of "manufacturer" to include affiliates—entities that control, are controlled by, or are under common control with a vehicle manufacturer and sell new motor vehicles to consumers

Prohibits manufacturers from owning, operating, controlling, or competing against motor vehicle dealers, dealer-operated service centers, and used vehicle dealers in retail sales, leases, and warranty service

Modifies the existing exception for direct-to-consumer sales: manufacturers may operate their own dealerships only if they have never had any franchised dealers of any line-make in Colorado (previously limited to electric-only manufacturers with no same-brand franchises)

Creates exceptions allowing manufacturers to service pre-delivery vehicles, provide free remote software updates, and authorize fleet operators to perform warranty work on their own vehicles when sales involve a same-brand dealer

Applies parallel restrictions to powersports vehicle manufacturers regarding dealer ownership and competition
