Extends regulation of outfitters by the Division of Professions and Occupations from September 1, 2025 to September 1, 2034, implementing recommendations from the 2024 DORA sunset report

Prohibits outfitter registration for applicants with a suspended license or registration revoked within the prior 3 years by Colorado Parks and Wildlife or any Wildlife Violator Compact member state

Adds same wildlife violation disqualification requirement for guides, who must also be 18+ and hold valid first aid certification

Exempts motor carriers that only transport clients to/from outfitters and travel/booking agencies that only refer clients without providing outfitting services

Redirects 50% of collected fines from the division's administrative costs to the General Fund and moves unauthorized practice penalties from misdemeanor to wildlife violation statutes
