Extends the Commodity Handler and Farm Products Act from September 1, 2025 to September 1, 2032, implementing recommendations from the 2024 DORA sunset report

Increases the small-volume dealer threshold from $20,000 to $45,000 in annual farm product purchases, with authority for the Commissioner to adjust this limit by rule

Clarifies that "commodity" does not include marijuana, while maintaining coverage for industrial hemp and other unprocessed seeds and grains

Redirects civil penalty collections from the Inspection and Consumer Services Cash Fund to the General Fund

Prohibits claimants owning 5% or more of a licensee's voting shares (excluding patronage interests, publicly traded shares, and membership/partnership interests) from receiving bond or letter of credit reimbursements when that licensee fails
