Extends the Colorado Fraud Investigators Unit from its scheduled September 1, 2025 repeal date to September 1, 2036, continuing the unit's mission to assist law enforcement in investigating and prosecuting identity theft and financial fraud crimes

Abolishes the Identity Theft and Financial Fraud Board, removing the board's oversight and direction of the unit and eliminating the requirement for the unit to operate under a board-approved comprehensive plan

Recreates the Identity Theft and Financial Fraud Fund in the state treasury, administered by the Department of Public Safety, funded through gifts, grants, donations, and General Assembly appropriations

Appropriates $653,345 from the fund to the Colorado Bureau of Investigation for FY 2025-26 for the complex financial fraud unit, supporting 7.0 FTE positions

Implements recommendations from the 2024 Department of Regulatory Agencies sunset report
