Changes how Colorado calculates state population growth for TABOR (Taxpayer's Bill of Rights) spending limits, effective for fiscal years beginning July 1, 2024

Requires comparing Census Bureau population estimates from December of consecutive years, rather than using revised estimates from the same December release, to prevent double-counting or under-counting population

Addresses a problem identified from fiscal years 2015-16 through 2024-25, where revised Census Bureau estimates caused three years of significant population double-counting and two years of significant under-counting

Maintains existing provisions allowing unused population growth adjustments from decennial census years to be carried forward for up to nine fiscal years

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
