Extends the Motorcycle Operator Safety Training (MOST) program's repeal date from September 1, 2025 to September 1, 2030, continuing the program for an additional five years.

Lowers the minimum age requirement for MOST instructor certificate applicants from 21 years to 18 years.

Transfers rulemaking authority for MOST vendor standards from the Department of Transportation to the State Patrol.

Creates a new tuition benefit program allowing the Chief of State Patrol to use fund money to reduce training costs for eligible students through payments to certified MOST vendors.

Requires MOST vendors seeking tuition benefits to provide receipts proving the benefit was passed on to students who completed training.
