Continues the Colorado Dental Practice Act and Colorado Dental Board until September 1, 2034, extending it from the previous September 1, 2025 repeal date

Restructures the dental board composition effective July 1, 2031 to include seven dentists (one oral/maxillofacial surgeon), one dental therapist (only after 100 dental therapists are practicing in the state), three dental hygienists, and two public members

Expands dental hygienist scope of practice to include prescribing nonnarcotic analgesics, anti-inflammatories, and antibiotics under a written articulated plan with supervising dentist authorization, and administering local anesthesia, inhalation anesthesia, lasers, and immunizations

Authorizes dentists to administer immunizations to patients six years and older (respiratory, oral health, and HPV vaccines only) and to order neuromodulators and dermal fillers, with delegation authority to dental hygienists

Establishes new requirements for itinerant surgery providers, including mandatory written emergency follow-up care protocols with appropriately trained practitioners and prohibiting identification of urgent care centers or emergency departments as follow-up care providers
