Extends the Rural Alcohol and Substance Abuse Prevention and Treatment Program from its scheduled repeal date of September 1, 2025 to September 1, 2030

Continues the rural alcohol and substance abuse cash fund, which includes a youth account for prevention/treatment and a detoxification account, both funded by surcharges on alcohol and drug-related traffic offenses

Extends the associated surcharges on criminal cases (section 18-19-103.5) and traffic offenses involving alcohol and drugs (sections 42-4-1307 and 42-4-1701) through September 1, 2030

Implements the recommendation from the 2024 Sunset Report by the Department of Regulatory Agencies to continue the program administered by the Behavioral Health Administration in the Department of Human Services
