Repeals Part 13 of Article 1 of Title 25 of Colorado Revised Statutes, which contained an obsolete provision requiring the Department of Public Health and Environment to award grants by July 2007

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed

If a referendum petition is filed, the act would not take effect unless approved by voters at the November 2026 general election
