Amends Colorado Revised Statutes 25-1.5-208 to clarify that the Department of Public Health and Environment may use up to 10% of appropriated money (rather than "funds") for administration and management of public water system and wastewater grant projects for small communities

Specifies that the administrative funds apply to project grants described in subsections (1)(a) and (1)(a.5) of the statute, providing clearer statutory references

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed

If a referendum petition is filed, the act would require voter approval at the November 2026 general election to take effect
