Offenders may now refuse placement in a community corrections program even after being accepted by both a community corrections board and program

Removes the provision that previously prevented referral to community corrections if an offender had refused community placement

Maintains existing requirements that offenders with active felony warrants or detainers are not eligible for community corrections referral

Takes effect 90 days after final adjournment of the general assembly, subject to potential referendum petition
