Repeals Colorado Revised Statute 2-2-703, which required bills increasing incarceration periods to include five-year appropriations for capital construction, operating, and parole costs

Eliminates the mandate that the appropriations committee estimate Department of Corrections costs and that the General Assembly appropriate funds as statutory appropriations from the general fund

The repealed statute had been scheduled to take effect July 1, 2025

Takes effect 90 days after the General Assembly adjourns, unless a referendum petition is filed, in which case voter approval at the November 2026 election would be required
