Population changes exceeding 10% within two months require written explanation; openings or closings of living units/facilities must be reported to the Joint Budget Committee within 10 days

Coordinated relocations of more than 20 inmates between facilities for operational reasons must be reported within 10 days, excluding routine daily transfers

Annual report due August 1 starting in 2025 must include FTE allocations, actual salaries, and operating expense estimates by facility, location, and subprogram

Joint Budget Committee may reduce the department's budget by up to $300,000 if reporting requirements are not met, targeting unclassified employee salaries
