Modifies the Healthy School Meals for All program reimbursement structure based on whether voters approve a November 2025 ballot measure expected to generate at least $150 million annually; if rejected, reimbursements after January 1, 2026 will be limited to "eligible sites" (schools qualifying for federal community eligibility or with high percentages of students certified for free meals)

Allows the Department of Education to prorate and reduce reimbursements if appropriated funds are insufficient, after notifying the Joint Budget Committee and participating school food authorities

Adjusts 2025-26 appropriations by decreasing general fund spending on school meal reimbursements by $42,240,242 while increasing State Education Fund appropriations by $8,119,271, plus $675,729 for local school food purchasing programs

Converts the Local School Food Purchasing Program from a one-time pilot to an ongoing annual program, providing at least 5 cents per school lunch (minimum $1,000) to participating providers who purchase Colorado-grown products

Requires the department to report to the Joint Budget Committee by January 15, 2027 on whether sufficient funds exist to reimburse the State Education Fund for expenditures from fiscal years 2022-23 through 2025-26
