Allows the Colorado Department of Education to use a portion of School Transformation Grant appropriations to cover direct and indirect administrative costs of running the program

Authorizes the Department to contract with public or private entities to provide services to multiple school districts or charter schools eligible for transformation grants

Requires any contracted entity to use research-based strategies and demonstrate a proven track record of success working with schools in similar circumstances

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
