Authorizes the Department of Higher Education to transfer funds to the College Opportunity Fund Program for stipends to undergraduate students attending participating private institutions of higher education

Caps expenditures for private institution student stipends at no more than 30% above the total allocation authorized for those stipends

Requires the General Assembly to appropriate sufficient funds for eligible undergraduate students at participating private institutions, with these funds kept separate from the main College Opportunity Fund

Students at private institutions receive 50% of the stipend amount available to students at public institutions, applied against in-state tuition

Requires participating private institutions to reimburse the Department (rather than the College Opportunity Fund) when students withdraw from classes for which stipend payments were received
