Repeals the Colorado School of Mines performance contract that governed the institution's funding and operations from fiscal year 2011-12 through 2020-21

Eliminates the special single line item appropriation structure that funded Mines through fee-for-service contracts and stipends separate from other state institutions

Removes the exemption that allowed Mines to operate outside standard admission requirements for international baccalaureate diploma holders during the performance contract period

Requires the Board of Trustees to set tuition in accordance with General Assembly cash fund appropriations, replacing the previous performance contract tuition authority

Transitions Colorado School of Mines to the standard higher education funding and oversight framework used by other Colorado public institutions
