SB 25-236: Consolidation of Crisis Response Services

• Consolidates Colorado's legacy crisis hotline services into the 988 Crisis Hotline, routing all calls and texts from existing statewide telephone crisis lines to 988.

• Updates student ID card requirements for K-12 and postsecondary schools to display 988 Crisis Hotline information instead of the previous Colorado Crisis Services contact details.

• Expands 988 Crisis Hotline enterprise services to include recovery support and mobile response units as part of crisis stabilization efforts.

• Repeals the standalone 24-hour telephone crisis service requirement from the behavioral health crisis response system, transferring those functions to the 988 system.

• Shifts $3,863,938 in funding from general fund and marijuana tax cash fund appropriations to the 988 Crisis Hotline cash fund for FY 2025-26, effective July 1, 2025.
