Expands statewide electronic read-only access to the judicial department's name index and register of actions to include professional staff working with court-appointed attorneys, not just the attorneys themselves

Grants database access to non-attorney professionals under contract with the Office of the Child's Representative, Office of Alternate Defense Counsel, and Office of Respondent Parents' Counsel who are authorized to work with appointed attorneys on specific cases

Requires the Office of the Child's Representative, Office of Alternate Defense Counsel, and Office of Respondent Parents' Counsel to manage user access for their respective contracted professionals

Allows information exchange in juvenile delinquency and dependency/neglect cases with "professionals" rather than limiting it to "attorneys," enabling broader support staff participation in case management

Takes effect 90 days after the legislative session ends, unless a referendum petition is filed, in which case it would go to voters in November 2026
