Removes the wildlife cash fund exemption from the lease savings transfer requirement, as the underlying transfer mechanism is being repealed entirely

Eliminates the reporting requirement for the Department of Personnel to include each agency's annual reduction in leased private office space costs in quarterly capitol complex renovation reports

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
