Repeals the annual $7 million transfer from the general fund to the state highway fund for the revitalizing main streets program (previously scheduled July 1, 2024 through July 1, 2031)

Restructures annual highway fund transfers: $132.2 million on July 1, 2025; $50.5 million on July 1, 2026; $100 million annually from July 1, 2027 through July 1, 2031; and $64.8 million on July 1, 2032

Requires $10 million from each transfer (2025-2028) to fund projects reducing vehicle miles traveled or air pollution in nonattainment areas to mitigate environmental and health impacts from motor vehicle emissions

Extends the transfer schedule by one year through July 1, 2032, replacing the previous schedule that ended July 1, 2031
