Reduces the road safety surcharge by $3.70 per vehicle registration for registration periods beginning September 1, 2025 through August 31, 2027

Modifies revenue allocation during the temporary reduction period: 56% to the State Highway Fund, 24% to counties, and 20% to cities and incorporated towns

Restricts surcharge revenue during this period to highway improvements (new construction, safety, maintenance, capacity) and transportation projects, prohibiting use for administrative purposes

County and municipal allocations are subject to annual appropriation by the General Assembly

The temporary allocation provisions automatically repeal on July 1, 2028
