Extends the repeal date from September 1, 2025 to September 1, 2030 for seven statutes governing state spending authority, including provisions for transfers between appropriations and overexpenditures

Clarifies that intradepartmental transfers between appropriations are considered "for like purposes" only when both line items serve the same specified purpose as defined in statute

Prohibits transfers between Department of Corrections line items unless explicitly authorized in a footnote to the annual general appropriation act

Extends the controller's authority to allow overexpenditures through fiscal years beginning before July 1, 2030 (previously July 1, 2025)

Maintains existing transfer authorities between the departments of Health Care Policy and Financing and Human Services for Medicaid programs
