Repeals the annual $150,000 appropriation requirement to the Colorado Child Abuse Prevention Trust Fund for prenatal substance exposure prevention programs

Eliminates the mandatory $200,000 annual appropriation to the Behavioral Health Administration (BHA) for recovery residence certifying body implementation

Removes the required $4 million annual appropriation to the BHA for housing assistance programs for individuals with substance use disorders

Repeals the $1.6 million annual appropriation requirement to the BHA for recovery support services grants distributed through managed service organizations

Adjusts FY 2025-26 appropriations by shifting $1,165,039 from the collaborative management cash fund to direct general fund appropriations and reduces child maltreatment prevention funding by $150,000; effective July 1, 2025
