Exempts construction and building materials from state sales and use tax when used to build, alter, or repair housing for regional transportation authority employees or contractors

Expands the definition of "governmental capacities" to include employee/contractor housing construction by regional transportation authorities

Grants regional transportation authority boards explicit power to build, erect, alter, or repair structures for housing their employees or contractors

Amends Colorado Revised Statutes sections 39-26-708, 43-4-604, and 43-4-605
